Job Description:  
POSITION SUMMARY:
The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, procedures, and programs for the entire company to provide an employee-oriented culture that emphasizes quality, standards, goal attainment, and the recruitment and ongoing development of the workforce. The HR Manager carries out responsibilities in the following functional areas: recruitment and staffing, benefits, compensation, performance management, employee relations, disciplinary actions, policy development and application, compliance, and training and development. The Human Resources Manager reports to the CFO, serves on the Company’s Operations Team, and assists and advises company managers about Human Resources issues.

Essential Functions
1. Administer and assist in the development and implementation of personnel policies and procedures; prepare and maintain employee handbook and policies and procedures manual.
2. Administer and review compensation program and payroll; review appropriateness of evaluations, ratings, and salary adjustments to remain competitive with the market; monitor performance evaluation program; and analyze training needs to design employee development program.
3. Perform benefits administration to include analyzing and modifying benefits package to establish competitive programs, claims resolution, change reporting, invoice reconciliation and approval, and communicating benefit information to employees.
4. Counsel on employee relations matters, referee disputes, guide, advise, and administer disciplinary procedures, represent the company for unemployment claims; and conduct exit interviews.
5. Lead recruitment effort for personnel; screen and interview candidates as required; conduct new-employee orientations; lead career development and training program.
6. Maintain all Human Resource Information System records; develop and maintain tracking databases; and compile reports from databases.
7. Maintain compliance with federal, state, and local regulations concerning employment, benefits, and employee-related programs.
8. Liaison to Benefits-Compensation Committee for all HR-related matters; present HR reports to Board
9. Formulate and monitor the departmental budget for salaries, employee benefits, and all employee-related programs; research cost-efficient options; process expenses by means of invoice verification, bill payment, and budget tracking
10. Perform other duties and special projects as assigned.
 
Required Skills/Experience:
MINIMUM EDUCATION AND EXPERIENCE:

1. A bachelor's degree in Human Resources Management or other related field and three (3) to five (5) years of progressive Human Resources management experience, OR
A master's degree in Human Resources Management and two (2) years of experience in the HR field, OR
2. Strong HR generalist background required.
3. SPHR/PHR certification preferred.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

1. Demonstrated knowledge of employment law and other regulatory compliance including federal, state, and local regulations.
2. Excellent interpersonal skills; ability to establish and maintain successful work relationships with management and employees
3. Ability to objectively coach employees and management through complex, difficult, and emotional issues by using judgment that is consistent with standards, practices, policies, procedures, regulation or government law; ability to maintain and protect confidential information.
4. Must be able to communicate effectively in both oral and written form; excellent computer skills in a MS Office environment. Must include Word, Excel, and demonstrated skills in database management and record keeping.
5. Ability to research, organize, and analyze data; resolve problems and make decisions independently.
6. Meticulous attention to detail; ability to organize and prioritize work.
